BHV (Brussels-Hal-Vilvoorde)

The title is the name of a former bilingual judicial and electoral arrondissement in Belgium. It included the region of Brussels-Capital and also certain communes on the periphery of Brussels that were located within the province of Flemish Brabant. The bilingual character of this arrondissement had made it possible for Francophones living in Flemish Brabant to vote for French-speaking candidates from Brussels during elections for the Chamber of Representatives and the Senate. Flemish political parties demanded over a long period of time the division of this arrondissement into two parts, in accordance with the two linguistic communities. This claim was upheld during the reform of the state that took place in 2012. From then on, Brussels and its surrounding area were divided into two different arrondissements. This obviously concerns the right to vote, but also the basic linguistic rights of the people in these areas, because the Flemish court system of Hal-Vilvoorde, which is unilingual, is now separated from the bilingual court system of Brussels.
